Podi Barbi greetings

ITANAGAR, Dec 04: The Governor of Arunachal Pradesh Lt. Gen (Retd) Nirbhay Sharma and Chief Minister Nabam Tuki have extended heartiest greetings to the people on the eve of Podi Barbi festival.

In his festival message, the Governor expressed hope that the festival, which herald the onset of new agricultural season will usher-in bumper harvest, contentment and prosperity. The Governor said that Podi Barbi is the principle festival of Adi Boh, Bokar and Ramo communities of Arunachal Pradesh. The festival manifests the magnificent cultural heritage and traditions of the communities. Emphasizing that the celebration of the indigenous festival has always helped in carrying forward the tribe's vibrant legacy, he reposed confidence that the marvelous tradition will continue under the guidance of elders of the communities.

On this occasion, I join my Adi Boh, Bokar and Ramo brethrens in offering prayers to Almighty Donyi Polo for their choicest blessings on each one of us, the Governor said in his message.

In his message, the Chief Minister expressed hope that the celebration would appease the Almighty and pave way for high yield of crops, wealth and prosperity in the seasons to come.

"While rejoicing the celebrations let's also pray for peace and bonhomie between all the communities," the Chief Minister said, particularly wishing members of the Adi Boh, Bokar and Ramo communities.

While appealing people from all walks of life to join the celebration, the Chief Minister underlined the importance of preserving the rich cultural heritage of indigenous tribes of the state.

 

Salu takes stock of preparation for National level NE sports meet

ITANAGAR, Dec 04: Sports and Youth Affairs secretary Dani Salu today visited Sangay Lhaden Sports Academy Sports complex in order to monitor the ongoing preparation for hosting the National Level North East Sports event. The mega sports extravaganza would be held here from December 10 to 13.

Accompanied by Director (SYA) D K Dinglow and team of departmental officers, the Secretary visited all the arrangement for accommodation and game venues.

This mega sports extravaganza is sponsored by the Union Ministry of Youth Affairs & Sports under Rajiv Gandhi Khel Abhiyan programme. This mega event is organized every year and hosted by a North Eastern state on rotation basis. This time the Ministry has selected Arunachal Pradesh to host the same.

More than 1500 athletes are expected to take part in various disciplines viz: Archery, Athletics, Badminton, Boxing, Football, Judo, Karate, Taekwondo, Weightlifting & Wushu. Football will be played at R.G Stadium, Naharlagun, Weight lifting at auditorium of DN College, Itanagar, Badminton at Raj Bhawan Badminton hall Itanagar and the rest events will be conducted at SLSA sports complex, Chimpu.

 

Training on infection management and environment plan  

ITANAGAR, Dec 04: Two days Training on Infection Management and Environment Plan (IMEP) was conducted for Medical Officers and Sanitary Assistants on December 3 and 4 at Administrative Training Institute, Naharlagun. It was organized by Arunachal Pradesh State Health Society, Naharlagun and the resource person for the training was Dr. L Lollen, Medical Superintendent, Aalo. The objective of IMEP training is to bring in state-of-the-art, best practices in managing health and environmental risks effectively.

IMEP is an approach or framework for managing - avoiding, reducing and controlling- health and environmental risks arising out of poor infection control practices and unsound environment management systems such as inappropriate disinfection, poor sterilization techniques, inadequate use of protective gears, poor bio-medical waste handling, treatment and disposal practices, unhygienic and unsanitary conditions and inadequate potable water within the healthcare facilities.

Dr. T Taku, Programme officer facilitated the training. He hoped for proper implementation and practice of the techniques learned during the training by the participants in the districts, according to an official release.

 

Former CM Gamlin’s death mourned

ITANAGAR, Dec 04: The Lower Siang Elite Forum (LSEF) has mourned the untimely demise of former Chief Minister Jarbom Gamlin. The untimely demise of former Chief Minister has created an emptiness in the heart of his well wishers, relatives in particular and the people of the state as a whole, the Forum said in a condolence message.

 

International symposium at NERIST

NIRJULI, Dec 4: The Department of Mechanical Engineering, North Eastern Regional Institute of Science and Technology (NERIST), Nirjuli is organising a three-days International Symposium on 'Aspect of Mechanical Engineering & Technology for Industry' from December 6-8 at NERIST.

It is an opportunity for the academicians, researchers, industrial professionals and budding entrepreneurs in the remote North Eastern Region of this country to interact with each other and to know the new development in the field of Mechanical Engineering. AAPSSAATA seeks release of pending salary

ITANAGAR, Dec 04: The All Arunachal Pradesh Sarva Shiksha Abhiyan Assistant Teachers Association (AAPSSAATA) has called for release of the three month's pending salary of SSA teachers within December.

In its letter submitted to the Education Minister apprising of the situation that they face on daily basis on their personal and professional ground for the want of a timely salary, it requested for the release of its pending three months salary.

 

Free cataract operation camp held

ITANAGAR, Dec 04: A free cataract operation camp was organized at District Hospital Tezu by the State Blindness Control Society from November 25 to 28 last. Patients from all across Lohit, Namsai and Anjaw districts participated in the camp.

Speaking during its inaugural session, Tezu MLA Mohesh Chai suggested the health authorities to organize more such camps on regular basis and assured all possible help from his side.

He provided black glasses to all the patients who were operated upon.

 

Alternate road connecting Rumgong and Boleng repaired

ITANAGAR, Dec 04: An alternate road connecting Rumgong and Boleng towns, which was neglected for a longtime, was repaired by the general public of 32-Rumgong constituency, Riga, Boleng and Rebo-Perging circles. The road is 13kms long.

The road will be useful for any commuter if they want to go Along via Rumgong in case, the BRTF road via Sanggam bridge, is not functioning, informed the locals.

 

Hand over Capital road to BRO: ICDWA

ITANAGAR, Dec 04: The Itanagar City Development Welfare Association (ICDWA) has demanded for handing over the maintenance of NH52A from Banderdewa to Chimpu, including the sector roads, to BRO.

In its memorandum submitted to the Chief Secretary, it alleged the concern authority and the executing agency of not following proper guidelines for maintenance of the road.

Why is it that the concern department is not learning from its past experience since they are well aware of the soil and climatic condition of the Capital Complex? This type of thin carpeting of the road lasts only 3 to 4 months, the association questioned.

 

Forum calls for regulating rate of essential commodities

ITANAGAR, Dec 04: The Arunachal Pradesh RTI Forum for State Development has demanded regulation in the rates of essential commodities.

In its letter submitted to the Chief Secretary seeking control of the ever rising price of the essential commodities, it alleged that the shopkeepers practice unfair trade which goes unregulated by the law enforcing agencies. The MRP stickers are removed and sold at skyrocketing price.

 

Students' union organize AIDS awareness campaign

ITANAGAR, Dec 04: The Upper Subansiri Galo Students' Union organized an HIV-AIDS awareness campaign at Govt Hr Sec School, Daporijo today. More than 200 people participated in it.

Resource person of the programme, Dr Saikia advised everyone on the prevention of HIV-AIDS.

 

Orientation training programme held

SEPPA, Dec 04: The four day workshop cum orientation training programme for Intensive participatory planning exercise (IPPE) on preparation of Labour Budget under MGNREGA on IPPE mode for Block planning team commenced at Seppa from December 2 last. All the BDOs along with field functionaries of seven blocks are attending the training programme excluding Seijosa block to be conducted separately.

Speaking on the on the inaugural day, ADC Pooja Jain stressed on resource convergence for creation of visible assets.

PD, DRDA K Nyodu informed that the eight blocks of East Kameng District have been categorized under backward blocks. He urged the trainees to be sincere during the training programme and informed that 100 days wages of each household shall be possible only when the IPPE programme are carried out properly as per guidelines. World Disabled Day observed at DPM School

ITANAGAR, Dec 4: Donyi Polo Mission School for the Hearing & Visually Impaired, Chimpu, Itanagar observed "World Day for the Differently abled persons" in its school premises today.

Attending the programme, R K Mission Hospital, Itanagar Secretary, Swami Vishweshananda highlighted the inherent and extra-ordinary potentials of the differently abled persons. He appreciated the management of DPMS for Hearing & Visually Impaired, Chimpu and its founder chairman, Gegong Apang who took such a noble initiative to establish such institution which has been rendering education, training and rehabilitation for the hearing and visually impaired children since 1990. Earlier, Swami launched the various products made in Waste Paper Recycling Unit of DPM School for the Hearing and Visually Impaired, which was donated by The Arunachal Times in June, 2014 to commemorate its  Silver Jubilee. The unit is mainly set up for the skill development of the differently abled children of the institute in particular where waste papers are recycled and different kinds of products are crafted.

The founder of Donyi Polo Mission and former Chief Minister Gegong Apang, in his speech stated that this institution is committed to render the services to differently abled children and urged for everyone's support and cooperation in humanitarian services of the institute. He stated that many things have been accomplished by the society, Donyi Polo Mission but there is still a long way to go and serve the poor, destitute, differently abled children of other categories i.e. Mentally Challenged and Multiple disabled who are not getting any rehabilitation in the state of Arunachal Pradesh so far.

Department of Horticulture Director, Dr. J Ratan said that on this particular day we have to take initiative for solving of the problems of the differently abled if any for right cause and appreciated the founder Chairman for his noble ideas and deeds through which the differently abled children are coming into the mainstreams.

Principal of the institute, H Sharma appealed the Government to provide sufficient financial support to school for providing better services to differently abled children.

Meanwhile, Governor Lt General Nirbhay Sharma in his message, appreciated the services rendered by Donyi Polo Mission and appealed the differently abled children to have an optimistic view. The hardest thing to overcome is not a physical disability, but the mental condition which induces disability; therefore, it is a matter of perception. "All things are possible for those who believe in themselves" he quoted in his message.

On the occasion, the Department of Social Justice Empowerment and Tribal Affairs, Naharlagun donated 25 numbers of hearing aids to the school.

The students also presented cultural programmes on the occasion.

The World Disabled Day (International day of Persons with Disabilities) was observed with three-day state level programme at  Science Centre, I.G Park here from December 2 to 4. The programme was organized by Sarva Shiksha Abhiyan Rajya Mission with the theme "Sustainable Development: The Promise of Technology."

Addressing the valedictory function today Opak Gao, State Project Director, SSA Rajya Mission said that children with special needs (CWSN) are 'differently-abled child' and their integration in every aspect of society is essential.

Earlier Likha Sampu, Dy. State Project Director, SSA, Rajya Mission in his inaugural address on December 2 stressed on equal participation of Child With Special Needs in social development.

The state level programme was based on the 'Inclusive Competition' among the children from all districts. Games & Sports, Literary and Cultural Competitions among Children with Special Needs (CWSN) were organized to mark the occasion and prizes were also distributed to the winners.

The World Disabled Day was observed along with Co-ordination meeting of Resource Teachers and I.E Volunteers at Seppa yesterday.

There are 22 I.E volunteers and 7 resource teachers in the district with 2021 numbers of Childs with Special Needs (CWSN) identified and enrolled in schools.

Speaking on the occasion, ADC Pooja Jain said that CWSN are special children who are equally good to compete with the normal children. She advised the students to study hard and directed the DDSE to furnish performance report of Resource Teachers and volunteers.

Responding the grievances placed by the I.E volunteers, she assured to take up the matter with the government.

DDSE in-charge Ashing Lamgu also advised the students to devote in their study and urged the resource teachers and volunteers to serve their duty with utmost dedication.

I.E co-coordinator Kacha Tajo presented block-wise activities on inclusive education since inception of CWSN in the district.

Later, the ADC distributed wheel chairs, spectacle, uniform, hearing aids etc to CWSN. DIPRO

 

 

Internal bickering in PPA emerges

ITANAGAR, Dec 4: All is not going well inside the Peoples Party of Arunachal (PPA), Chairman PPA, Kamen Ringu has sacked the present Party President and incumbent Legislature from Diyun - Bordumsa Constituency, Nikh Kamin from the President post of PPA for going beyond the party ideology and appointed former Minister, Kahfa Bengia as the Interim President of PPA after Kamin failed to respond to the official clarification sought by the committee headed by MLA (PPA) Pani Taram.

Addressing the media persons at Press Club today, Chairman PPA, Kamen Ringu claimed  that  the PPA's main ideology is to maintain distance from  the national parties and if it has to extend its support to then decision  has to be  taken in the floor of the house in presence of  its executive members but under the presidentship of  Kamin all the elected legislatures  had voted for the ruling Congress Party in the recently held Rajya Sabha election that too without the consent of party executives which led to the  quitting of prominent leader and Chief Ministerial Candidate of PPA, Laeta Umbrey from  the party which is very disheartening and embarrassing.

He further informed that the presence of Kamin in the recently held Chief Minister function at Sagalee,  his assurance to confer PRC to the non-APSTs of Diyun-Bordumsa constituency during election campaign and going beyond the bye laws of PPA without the consultation of Chairman and other executive members is highly questionable.

When asked about the report of possible merger of its sitting legislature into ruling Congress party, Kamen alleged that the ruling party is trying to damage the lone regional party PPA, who play the role of opposition against both Congress and BJP in the state. He said 'if any legislature would attempt to merge into national party, PPA will go ahead with prescribed Anti-Defection Law.

For last few years we had been observing that after winning the election from the regional party most of the legislatures merged to National political parties which is not acceptable at all. 'We have to keep in mind that the people’s mandate with PPA is because PPA is against corruption and work for the development of its society, so I urge the entire sitting legislatures, executive members of PPA to be united for the development of state, said the newly appointed Interim President of PPA, K Bengia.

Among others, General Secretary-PPA, Kaling Jerang and State Secretary-PPA, Tarang Jerang also spoke on the occasion.

 

 

Board resolves to implement prohibition of Sex Selection Act

ITANAGAR, Dec 04: The first state level meeting of the members of State Supervisory Board (SSB) and members of State Advisory Committee (SAC) and multi-member state level appropriate authority for implementation of Preconception and Prenatal Diagnostic Techniques (Prohibition of Sex Selection), Act 1994 was held at the CS conference hall here today.

The objective of the meeting was to sensitize the members of their role and responsibilities and to highlight various provisions under the Act for prohibition of sex selection leading to female foeticide which will ultimately lead to adverse sex ratio in the community.

Chairing the meeting the vice chairperson of the SAB, Indra Mallo who is also  Secretary Health & Family Welfare outlined the urgent need of operationalization of the regulatory mechanism in the state as mapping of ultrasonography (which is only available in Arunachal Pradesh) centres and reporting of the activities are found to be lagging.

As per the available data there is alarming decrease in the sex ratio of females per 1000 males as well as in the child sex ratio in India. She emphasized for more intense vigilance on the implementation of the Act, although the data of Arunachal Pradesh is better than the rest of the country.

The District Medical Officers who are the District Appropriate Authority in the districts are to be immediately communicated to form District Advisory committee and start mapping of the USG centres immediately and hold meeting of the owner and employees of the unit or centre for awareness of the Act; she directed the concerned officials in the department.

Dr. T Taloh, ex-Jt. DHS(FW) cum OSD IMR/RI gave a power point presentation on the PC&PNDT Act, the role and responsibilities of members, the activities to be implemented in the state and the present scenario of Arunachal Pradesh in terms of activities undertaken and further need for the implementation of the Act. Dr. G Tatu Director Family Welfare also spoke on the occasion.

Later it was resolved in the meeting to implement the PC & PNDT (Prohibition of Sex selection), Act 1994 in letter and spirit so that the sex ratio in general (940 females/1000 males) and Child Sex ratio (960 girls/1000 boys) of Arunachal does not further go down, rather improves.

 

 

IDEA & Caritas India organise training for ASHA on malaria prevention

DOIMUKH,  Dec 04: Itanagar Diocesan Empowerment Association (IDEA) and Caritas India (an NGO) in collaboration with District Vector Borne Disease Control Programme (DVBDCP) Papum Pare has trained 18 Accredited Social Health Activists (ASHA) on Malaria Prevention and Control as per the national guidelines at CHC Doimukh on Dec 2 and 3. It was the training for all dropped out ASHA in previous two trainings conducted under CHC Doimukh and main motto of the training was to capacitate ASHA for early diagnosis and prompt treatment of all malaria cases and reduce morbidity and mortality.

The resource persons of the training were Dr. Nabam Takang, medical Officer of Community Health Centre Doimukh, Techi Pekhi Tara, Consultant of District Vector Borne Disease Control Programme Yupia and Nikap Nada, Malaria Technical Supervisor of Community Health Centre Doimukh.  

While monitoring the training programme, District Malaria Officer of Papum Pare district Tatung Tayang said that DVBDCP provides well support to IDEA in controlling malaria incidents in Papum Pare district. ASHAs have tremendous role in sensitizing the community for adopting effective Malaria preventive measures, he said.

IDEA in Partnership with Caritas India (NGO) has been supporting DVBDCP in terms of organizing ASHA training at whole Papum Pare district under the guidelines of National Vector Born Disease Control Programme.  So far 206 ASHAs were trained in 10 batches of trainings from all PHC's/CHC's under Papum Pare district.

 

 

PM disapproves of Sadhvi’s remarks but Opp wants her removal

NEW DELHI, Dec 04: Breaking his silence, Prime Minister Narendra Modi today strongly disapproved of the controversial comments of Union Minister Sadhvi Niranjan Jyoti but his attempts to buy peace failed with the Opposition paralysing Rajya Sabha for the third day, insisting on her dismissal.

Three days after a row erupted over Jyoti's offensive remarks in a public meeting here, Modi spoke in the Rajya Sabha, as the opposition continued with its protest refusing to accept her apology.

"I was informed about the statement which caused the controversy on the day BJP Parliamentary Party was to meet. In the meeting I strongly disapproved of the remarks and I said we should avoid using such language," the Prime Minister said in his brief intervention in the Upper House during the Zero Hour.

Virtually ruling out any action against Jyoti, Modi said the Minister is new and in the "heat" of elections, such comments should be avoided, but at the same time urged the opposition to allow the House to "move on" in "national interest" in view of her apology.

"Before this issue was raised in the House, I had put forth this matter before all our MPs.... The minister is new, and she has come to Parliament for the first time. We are aware of her background. She has apologised.

"I believe that after her apology...This House has so many senior members with so much experience, they know what should be their feelings towards an apology," Modi said.

"I appeal to the House that when the Minister has apologised...This is a message to all of us that in future we all should not cross the limits of dignity in terms of dos and don'ts. I appeal to the House that we should work for the interest of the country," the Prime Minister said.

The Opposition, however, insisted that she has no right to continue as a Minister, contending that since she has apologised, it means she has committed a "crime". PTI

Boleng best suited for Hq of Siang district  

Dear Editor,

The people of 35th Pangin Boleng Assembly constituency are fed up with the self-centered dictatorship and misled governance in the constituency. The government is reluctant to hear the voice of public, with no options left as the common people are resorting to violence. We on the behalf of the people of Siang district appeal rest of our brothers and sisters to hear our voice and pray for justice. Presently, the district headquarter is in a see-saw position, at one end is Boleng and on the other end is Pangin. For feasibility, already two committees (constituted on recommendation by our MLAs) have selected Boleng as the most feasible location.

To add to this, numbers of department offices are already functioning in full fledged at Boleng town, they are; an independent Additional Deputy Commissioner office for which the state government has already sanctioned a sum of Rs.15 lacs for the up-gradation from ADC to DC office, the town has been declared as one of the urban towns with an existing office of Assistant Engineer Urban Department, the district circuit house has been constructed, district library has also been constructed at Boleng, a well equipped and established Police Station, a BSNL exchange having the GSM, WLL and broadband services, India Post Office, Forest Range office, PWD Superintendent Engineer Office, a well equipped Community Health Centre, Veterinary Hospital, Sub Divisional offices of PHED and WRD. These offices are not present at Pangin town.

Furthermore, Siang District consist of a total of nine circles, out which seven circles have been demanding Boleng as their district head quarter and only two circles namely Kebang and Pangin circles are in favour of Pangin as the headquarter.

Despite all of this, our legislator is being so stubborn for Pangin as the headquarter and which has resulted into the current social unrest and political crisis in the area.

Since, we have been deprived by our rights, we the people of Siang District request our Chief Minister and Governor to look into this matter and deliver justice to the people of Siang district.

Late Gamlin was an example of true leader

Dear Editor,

Through the column of your esteemed daily, I would like to share few words of reverence to our late Jarbom Gamlin, the former Chief Minister of Arunachal Pradesh who left us on 30th November 2014 at Medanta Hospital Gurgaon. He left us with remarkable example to the people of Arunachal in general and society and families in particular. He was a man of integrity with strong personalities. The integrity he exhibited will lead us to better altitude. He was a man of impartiality without distinguishing between haves & haves not, which shall be our motto to serve the society with good attitude. The kindness to the downtrodden people he showed shall be our strength to overcome the differences and the boldness of late Gamlin shall be our spirit that will equip us in time of tribulations.

Above all he was a man of God fearing with healthy soul and spirit who breathed his last on Sunday  when God created the heaven and earth in six days and take rest on 7th day being ‘Holy’ Day which is justified through the religious fact and truth of the modern Christian era. Though he left us with sorrow and grief, his gracious and humanly nature shall be remember by thousands of people as he left us while struggling for the cause of aam janta, for righteousness of the aam janta and died with remarkable impression to aam janta with source of inspiration to the people irrespective of cast and community to whom the people of state was grateful to have blink when the mortal remain of late Gamlinji was taken to the state capital.

May god grant him a better place in heavenly abode for I am still praying and praying for every peace and happiness to his soul with a restoration power and strength to his bereaved families.

DNG College faces threat from land grabbers

Dear Editor,

Through your esteemed daily I would like to draw the kind attention of higher authority of education department.  At present there is no proper boundary wall demarcating Dera Natung Govt. College Itanagar. It is apprehended that land encroachment may take place in days to come, due to improper boundary wall demarcation, as we all are aware of the fact that the people of our state always look for an opportunity to grab the govt. land and quarter. But to my utter surprise, a wall is being constructed inside the college compound. In my opinion, I feel that boundary wall around the college campus should be given first priority.

Therefore concern authority of college and education department should take necessary initiatives, so that land encroachment does not take place in coming days as old saying goes "prevention is better than cure".

United front against Modi

Ever since Narendra Modi lead Bharatiya Janata Party (BJP) won massive mandate in the general election, political equation has been changing in the country. Once foes like Nitish Kumar of JD (U) and Lalu Prasad Yadav of RJD have all joined hand together to take on the BJP. The recent impressive victories for BJP in Maharastra and Haryana assembly election have further worried the opposition block. With Congress party further sliding down, the regional forces are trying to regroup under one common platform to contain the phenomenal rise of BJP.

Today a meeting of erstwhile Janata Parivar leaders was held at Delhi wherein Samajwadi Party chief Mulayam Singh Yadav was authorized to lay the ground work for the merger of former Janata Pariwar parties. The meeting was attended by leaders of RJD, JD (U), INLD, Samajwadi Party and JD(S). The parties have resolved to fight together against the government, both within Parliament and outside. In the past such kind of block or front comprising of non Congress and non BJP parties have miserably failed. Only time will tell how this new formula works out.
